I understand it too, however they've made the assumption that every
connection is manageable through nm, or even that everyone wants to use nm.
For some of us, especially in NZ, where a certain telco has abused it's
monopoly for years, dial up is the only option.

It can, but only for modems that  don't need random settings (like stupid
mode for my Intel536). I would use it if I was able to get it to work!
