That was an OR list of examples rather than an AND list :)

Without resorting to fragile kludges or manual efforts (which is ok
for a very small number of machines/users), generally AFAIK the
recommended way to keep uids and gids consistent across machines is a
centralised user account database.

A Samba DC was just one example of that.

Although I'd welcome further thoughts...
