It probably didn't stop properly some time in the past. Maybe try telling it
to stop again will fix it. You can see what is using the port with:
sudo netstat -lp
which will tell you the process on port 80. You can most likely safely kill it
with 'kill' followed by the process ID. If it doesn't respond to that, you
may need to use kill -9.
