It explicitly ISN'T illegal, so long as the only purpose of the device is 
to peform a non-infringing act. Watching a DVD that you purchased isn't an 
infringing act. That didn't used to be the case, which is part of the 
concern that this potential treaty causes. We just got a right granted, 
and it could as easily be taken away again.
