approved your post this time around but will likely wind up blindly 
dropping it in future.

Can you provide a reference or citation for the 128kbps limitation? 
Surely these days it should be tied to the plan you're on - given that 
there are providers offering 'Full Line Speed' (in both directions) as an 
option?

http://www.xnet.co.nz/hsi/ as an example; you nominate your upload and 
download speeds when you select your plan.  All ports limited to 128k 
seems like an 'old' answer to me, and largely irrelevant if the plan 
you're subscribed to has >128k upload cited, then that is what must be 
supplied.

(from memory a 128k upload speed only gives you fractionally over 2Mbit
