Fine print usually says 'subject to individual line capabilities'.
If you can't sync at 2 meg or greater, Telecom (used to) indicate that
they wouldn't garuntee service (i.e. if it was no-go, you're out of luck,
no refunds..)
The usual reasons are distance from the exchange; they can usually warn
you if you're on the threshold...
