ifconfig, found in /sbin.

I suspect that what you mean is "/etc/network/interfaces" and the
support for 'ifup' and 'ifdown' is not in the same place as under
Debian/Ubuntu, rather than ifconfig itself being missing.[1]
Find the RedHat Enterprise 5 Administration Manual online and read the
networking section of that, which will cover the way this all works.
