Ok as others have said consider this message then. This comes from the
destination network stack, not the local one? how are you addressing
the machine, with a hostname or a raw IP? 2-3 seconds might reflect
the time its taking for name resolution to fail.

Alternatively, as the destination box is a linux machine, is its
firewall getting in the way? or does it have SELinux running (may be
some obscure issue ;p).

If possible could you post the exact error please? after googling,
there apears to be several possibilities that can trigger this error,
associated statements may hold the best clue.
