Telecom will only fix up to your ETP (Entry Point) out side your house 
if you don't have W&M (Wire & Maintenance)
Scratchy noise across the line after rain usually means rusty join 
somewhere.
How ever yes its advised that you do get W&M temporary fix the problem 
then remove W&M.
