It seems unlikely. Swapping the lines that are used involves actually going
there and switching the lines over. The problem could be anywhere between the
exchange and your phone I would think. It's not inconceivable that it is your
house wiring, although if it was, I'd be a little concerned about where the
water was getting in.
Can't answer the line-responsibility question with any authority, but I
suspect that their job stops where it enters your house, unless you pay them
for it.
