No its not theft of the car (it may be of the petrol). Actually it is
dependent on your intention at the time of the taking. If you intend to
permanently deprive the owner of the car then it is theft. if you only
intend to joyride it then thats not theft, but is unlawful taking (a
separate and lesser offence).
