They can do that already. They could require digital signing of all 
installed applications, and the framework for enforcing that has been in 
place since at least XP. Ever seen those "unsigned driver" dialogs when 
installing new hardware? Extending that to the application space and 
making it mandatory wouldn't be difficult.

Seriously, you conspiracy nutters are REALLY nuts. You think MS wants to 
give the EU an completely open-and-shut case for anti-trust and 
monopolistic practises? Get real!
