Microsoft doesn't sell IE - it is a value-adding addition to their
operating systems. I have heard mention from many Microsoft staff (on
various forums) that IE, along with msn messenger, loses Microsoft a
considerable sum per annum.
I do not believe anyone, anywhere has ever been sued/sent threatening
letters for 'pirating' IE.
The fact that you are writing code specifically to run on Microsoft's
browser would surely give you the right to use it, even if only for
testing purposes.
