Well, possibly there are no Levin-area people on this mailing list.
Have you tried raiding lists/LUGs surrounding your area? :-)

Do you have any idea of the number of Linux users in the area, or the
interest levels in it? And what sort of value would you be able to add
by virtue of being located in Levin?

Quite possibly the people who would benefit from a local support group
don't exist yet, so you could try to gauge interest by some low-cost
advertising in libraries, computer shops and so on. Existing
distributions of Linux often have forums where you can pick up people
who are also unaware of LUGs ...
