what are the permissions and ownership of the procmail binary? Mine is:
nick at www-rout ~ $ ls -l `which procmail`
-rwsr-sr-x 1 root root 74432 Sep 8 2003 /usr/bin/procmail
the s's are something to do with setuid or setguid - which a bit of
googling seems to think is needed for procmail.
