Yeah it just extracts all the packages in the RC, sees what ones are out 
of date, downloads those updates and then rebuilds the ISO.

I have also heard you can build a partial iso from all your current 
iso's, then instead of downloading remaining packages like it does 
automatically, just use bittorrent to complete the iso (I find it a bit 
faster).
