This is not quite true. ISP's buy wholesale bandwidth from their
international provider for bandwidth rate usually in 64kbps increments.
The issue is probably due to the fact that the average charged rates for
international traffic, mean that on top of paying telescum for their
adsl priviliges, they don't have enough left over to get decent
international bandwidth and make a few dollars per month per customer as
well.
It's the economics of telecoms ownership of the dsl infrastructure that
is causing this problem, not telecom's interference with ISP's bandwidth
per customer. The reality is that until local loop unbundling happens,
this won't change either, and possibly not too much once that happens as
well. This won't really be fixed until the pricing on international
bandwidth drops by a decent amount (a factor of 10 would be a good
start).
