Each of you needs to deal directly with your ISP. These days the amount
of infrastructure shared by DSL users is pretty low compared to 'the good
old days' - so come up with some hard numbers and escalate through your
helpdesks.
(Strictly speaking doesn't appear to be related to Linux, either.)
