are you talking about machines used within the IRD? or does the IRD
require companies in NZ to maintain certain machines that way?

security upgrades ARE maintainance upgrades.
anyone trying to tell me that an upgrade is not maintainance would get
some harsh words including a request to stop telling me how to do my job.
