Please state which Act allows for this.  Does it apply only to NZ ISPs and 
NZ residents?  Does it apply to foreign ISPs/mail systems?  Does it apply 
to computers owned by NZ residents, but located overseas?  Does it apply to 
NZ citizens residing overseas?  If the state 'invades your home computer' 
but the filesystem or email is encrypted, what happens?
