People in Europe look at me funny when I mention the words "Data caps" 
or "Excess usage fees" while on the subject of Broadband. It just 
doesn't happen anywhere else (and in the countries that it does happen, 
such as certain ISPs in Sweden, Norway etc, the data caps are quite high 
(300GB per month, for example). On a typical day I download around 
3-5GB, so even if I did have a 300GB limit, I probably wouldn't hit it.

The only time I've ever been throttled here is when I borrowed a 
neighbours cable connection through his open WiFi on a weak (-75 to 
-80dB) signal. Still downloaded at around 100kB/s, though... didn't use 
Bit-torrent or anything like that so often at the time, but had a lot of 
VOIP calls going on.

I have an OECD Broadband report which has a lot of this information in 
PDF format if anyone is interested in 120 odd pages (from memory) of 
reading material. I hope I never have to live in New Zealand again - the 
(lack of) speed would drive me bonkers - but at least it's better than 
South Africa. Or the UAE.
