I think they used to claim that 128Kb/s was broadband, even when
the 'official' (FCC at least) definition was 200Kb/s. It would be nice to see
this definition bumped up a bit, although Xtra doesn't appear to offer any
128Kb/s down-stream plans anyway any more (and, I just looked, their existing
plans are still ludicrously expensive... 2c/Mb excess usage?!)
