this is not a window manager problem.
if the window is to large and it is not resizable, the window manager
can do nothing about it.
the only thing you can do is to find a way to make scrolling easier.
i used to set a larger virtual screen resolution for X11, then X would
do the scrolling. that works nice and fast and with any window manager.
the drawback is that most programs think the screen is larger than it
really is.
i gave it up some time ago because of a bug with the way the real
resolution is calculated which affected some programs, and because it
didn't work with a touchscreen.
now i am using beryl with the plane plugin to achive the same effect.
fvwm does something similar without using openGL (slower of course)
don't know about other window managers.
