i did get an oral description, that sounded something like: host is
offline or something like that.

which actually makes sense: if the university is blocking based on
blacklists then it would just not allow the connection, giving the
impression that the destination host is offline.
(the filter is running on a transparent proxy i think)
spamsenders at this point would give up (or are at least expected to)

if the above is right then it might be trying to redeliver.
