How about just running Squid HTTP proxy with a big cache and large max object size?

It's not the most elegant or efficient solution, but it works well and is useful for more than just RPMs...  We run Squid on a tiny (by todays standards) 6GB drive in our office and it works just great for all of our Debian updates -- and our web browsing.
