I can assure Anru that is not even remotely true, with my systems
currently using two Australian servers as NTP peers at the moment.

The easiest way to verify this is to run 'ntpdate -u ip.of.the.host'

That will use an unprivileged UDP port on the local side, to port 123 on
the remote host, and should give immediate feedback.

I strongly suspect PEBCAK here though.
