Interesting. I just installed Etch off the CD's the night before last, on
mine it worked fine (I was installing to /hda2) including writing a new
menu.lst in /dev/hda2/boot/grub/, but when it rebooted it found the old
menu.lst in /dev/hda1/boot/grub - so I copied the boot parameters from the
new (hda2) menu.lst into the one on /hda1 and rebooted and Etch started
perfectly. (Same thing happened last time I reinstalled Sarge).
(Other than that Etch was the smoothest install I've ever done.)
This isn't quite the same problem you had, I don't know if it gives you any
pointers. Possibly you could try a rescue disk, check there's
a /boot/vmlinuz and so on in the new partition, and reinstall GRUB yourself
from the rescue disk and see if that will load the new Debian.
