Ah.  You might consider sticking a Linux machine running traffic shaping
in between your ADSL device and your internal network then.

The easiest way to do this is to grab the "wondershaper" script from
http://lartc.org/ and use that.

One other tip: if you are using that with Ethernet on both sides of the
Linux machine you probably want to tune down the queue length on both
cards from the default 1000 to somewhere around 10 or so packets -- to
reduce latency from deep queues during large uploads.

I use that technique here and have been very satisfied with it.[1]
