What do you mean by "fixed name". You assign the name to the PC when
setting it up. Do you mean that you want to be able to "ping bobspc" or
"ping fredspc" regardless of the IP address of bobspc and fredspc?
If so, you should realise that the IP is how the packets are routed, so
when you say "ping bobspc" the name bobspc has to be resolved to an IP
address. If the IP address of bobspc changes your PC will not be able to
find bobspc.
So the problem comes down to fixing the IP to the PCs. If bobspc always
has a particular IP address then there is no problem.
Your router is assigning the IP address so either you stop it doing so
and set the IP address in the PCs yourself or you configure it to always
give the same IP address to your PCs each time. Others have given hints
on how to do that.
