I have to isolate this one point; your 'low specced machine' probably wont 
run Windows XP with the bells and whistles either, right?

Horses for Courses. If Ubuntu/Kubuntu is today optimised for todays 
hardware, thats not unreasonable.  There are older distributions (Ubuntu 
is a relatively 'new' distro if I am not mistaken) which will run, with 
gui, quite happily on older or lower spec'd boxes.

Whilst you could probably make the core OS run on a low spec'd box, its 
not exactly designed for that.  There are better distro's for it.

When looking at a modern distribution you should be basing it on a modern 
implementation of it, IMHO.
