You also have to remember with the Ubuntu based laptops that NZ is such a tiny (ie: pen-head sized) market compared to the US.
If I was Dell, I wouldn't waste my time importing Linux-based laptops in the NZ market just for a couple of people. It's not worth their time or expense.
My $0.02c for what it's worth.

Hi All,
I've also been having a little battle with Dell, regarding buying a laptop
without windows.
I got a different story. They would sell me any of the Lattude or
Precision models without windows ok. but they refused to sell me the
Inspiron 9400 without window, which of course was the one I wanted.
Ended up paying the tax, to what I consider a competitor.
Also, their sales staff are not very easy to deal with, regarding trying to
purchase a machine without windows.. and they only ship their ubunto
laptops in the USA :(
