Go to the Ubuntu Community Wiki (https://help.ubuntu.com/community),
and type webmin in the search box. It has some installation
instructions (haven't installed it myself). As for why it doesn't show
in the search, but does in the dump:

"Package webmin is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source"
