I think the issue is that a) it's a company with a monopoly, and so they can
strongarm the situation easily to promote that, and b) you apparently don't
buy windows anyway, you license it, and you can refuse the license terms in
which case the retailer must give you what you paid back (according to the
EULA).
But I think the first point is the most important one: the rules are different
for monopolies.
