[nzlug] Linux in NZ District Councils?

There are quite a few councils in New Zealand using F/LOSS (usually Linux) 
in their systems.  Councils which use NCS software for their financials 
and regs will be running Linux (probably RHLE) unless they haven't 
migrated from SCO (but I think they all have now).
