That's one of the differences between the desktop and the server
releases - the server doesn't install X by default.
The base package for the X server is xorg-server.

Paste your sources.list and we'll see.

The server and desktop releases all use the same package trees, it's
just the basic selection of packages that is different. It's still just
Ubuntu linux, so whatever packages you'd use under the desktop build are
the same packages you'd use under the server build. So maybe you're
missing a repository :)
