Hmm, I suspect this is a hang over from Debian's 'pure64' layout[0], where it 
is designed to run as a 64-bit system completely (which it does, with the 
exception of closed source software, pretty much - the only 32-bit things are 
a small handful of support libraries for things). It seems strange to have a 
lib64 in that case, where 32 bit is the exception. For example (although the 
one I use is not Linux), you don't see /lib64 on an Alpha.

If they go for proper multiarch, I wonder if they'll refactor this somewhat.
