How about a webpage that lists the files on the server, where each filename 
is actually a mailto: link (with the real filename in the link)?  The 
customer clicks on a filename and an email message is sent to the server.  
The server parses the message and extracts the filename, then attaches the 
file to a new message to send back to the customer.

Easy to use, and web-based too!
