The huge advantage of having it in /proc is that there is never any
argument about any file left lieing around by disorganised sysadmins or
faulty packages actually being the one you need. It's also there for
make cloneconfig to use. Give me a /proc/config.gz any day. If you
really need it in /boot, a cp is not overly taxing.
