the last ubuntu release was in april 2007.
gimp 2.4 is not even out yet (only a release candidate)
don't expect it to make the next ubuntu release either, as that is
already in two months.
lyx 1.5 was released on july 27.
scribus 1.3.3.9 was released in may.
1.3.3.6 however was already released in january so some 1.3.3.x release
might have been a potential candidate for inclusion.

does it really?
ubuntu updates packages every 6 months at the beginning of the
development cycle of a new ubuntu version.
at the time of release most packages are thus potentially up to 6 months
old. by the time the next release comes out, an initially 6 months old
package is then 1 year old.
at this point, 4 months after the last release, all packages are at
least between 4 and 10 months old. (and only the most important packages
are nearer to the 4 month mark, than to the 10 month one)
(old here means outdated, because a newer version has been released)
there is simply no way to be more uptodate than that.
