[nzlug] Daylight Saving

I just filed a bug report for Ubuntu last month, and pushed through a
patch to support the change.
Its finally gone through the system and is available now.

The solution for most (all?) Linux distros is to update the tzdata
package to version 2007f

The interesting thing will be all the Windows 2000 systems out there, MS
won't release patches for them unless you have a support contract.
