encryption has nothing to do with the codec, but yes you need to have
libdvdcss installed to lay most commercial dvd's, which are generally
encrypted.

There are some newer encryption schemes that do not work on linux (sony -
who else!)

But if you are missing dvdcss, that would be a problem (albeit not  codec
problem)

What are your symptoms?
