I've had a call from a company asking me if I know any good web 
developers (lamp framework) so I said I'll ask around.

They want basic CMS, mailing list (pdf attachments) etc.

They are Wellington based and would prefer someone from Wellington. They 
have been mucked around by "out of towner's" in the past - the usual 
over promise and under deliver.  The key word is "reliable", regardless 
of location.
