Adding the line:

Option "TVStandard" "PAL-B"

....to the 'screen' section of the Xorg.conf file fixed the problem
completely.

My Linux desktop (on the home media machine) is now accessible via the VCR
remote control...and looks great. It's just another channel on the TV.
