I'm not sure big ISPs should. Their customers have far too many varied
requirements for a solution like greylisting to be justifiable imho.

A SME or personal mailserver where there is just one set of policy to
deal with is a completely different scenario, and is a much more
suitable candidate to have an RBL + greylisting solution configured.
