Up until Dapper, Ubuntu came with an "install CD" and a "live CD". As of
Dapper, you can install from the live CD, now renamed the "desktop CD", so
they only need to shipit you the one disk.
Upgrades require the packages CD (previously called "install CD", now called
"alternative install CD").
Confused? ;)

The sabdfl has said he likes projects like EasyUbuntu and would like to see
something like it built into edgy+1.

Basically, because the software is (potentially) in violation of US patents.
