Is the option that says "Force new windows to open in: a new tab" not
good enough?

I don't personally like having a window that would otherwise be a nice
small login box blown up to a tab that I don't see, but I'm sure you can
get that functionality if you want it.

This functionality can be added by way of the Greasemonkey Firefox
extension and a suitable user script.  It seems like this one might do
what you want: http://userscripts.org/scripts/show/3102.

You're right, it would be useful to have this functionality performed by
default.  Also, it would be nice to be able to middle-click a
"javascript: open this image in a new window" link, as often used by
online reviews, and have Fx automatically figure it out.  There's
probably a GM user script for that too.  However, each addition
increases the download size, which is why Fx has the extension system.
If you can figure out tabs, it seems reasonable you can figure out
extensions.
