Exim has a number of knobs that control queing and delivery.  If you
set queue_only, it only queues the messages which will then be
processed the next time it runs the queue.  There are a number of
queue_* options which allow finer control.

You also may want to check the -odq* command line options.  Invoking
Exim (aliased as sendmail) with the -odqs option may be what you are
looking for.
