Not necessarily Windows (judging from the wink, I assumed that was what
was being implied). I have recently cleaned up some sendmail
implementations that are hosted in a NZ datacentre and were an open relay
(not my doing, die sendmail die!) and were actively being used as an relay
for spammers.
In my some what un-informed opinion, I would guess it would be more likely
that spam originating from NZ would be due to poorly secured and
configured MTA's.
