Where can I see a list (sounds like good business for me :-).  But 
seriously where are the NZ stats?  Ahh, now I see a way we can bring this 
back on topic, what operating system are these Zombies machines running, 
and is there an alternative ?  ;-)

Ok I was wrong (tm).  And of course it will all come down to enforcement, 
of which I expect there will be painfully little ;-)

As I said, cost transference - as you said they're "in business" providing 
these services.
And, yes what stops me is additional cost of obtaining a non RBL blocked 
address.
I'm talking about small (often one or two people) businesses and non-profit 
groups who don't appreciate extra costs transferred to them by large 
organisations who go for the cheapest 'solution' for themselves.

Block addresses of SPAMers both external and within your organisation, 
don't wholesale block addresses just because that's easiest.
