I'm afraid you are wrong on both counts.
1. There are plenty (10% of all Internet connected home computers is a
good rule of thumb) of Zombie infected home computers in NZ that are
being used to send Spam.
2. The anti-spam bill has not yet passed into law and even when it does
there is a period of some months after that before it comes into effect.
Sending Spam won't be illegal until some time next year at the earliest.

There are plenty of options for using alternative Smarthosts than the
ISPs, several companies are in this business already and there is
nothing stopping you setting up a smarthost for your clients they can
send email via.
